INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2026 CAPITAL PROJECTS

1. INTRODUCTION
Cocoa Research Institute of Nigeria (CRIN) located at KM 14, Ibadan/Ijebu-Ode Road, Idi-Ayunre, Ibadan is one of the Parastatals in the Federal Ministry of Agriculture and Food Security.

In compliance with the provisions of the Public Procurement Act 2007, Cocoa Research Institute of Nigeria wishes to bring to the attention of the public for her intention to carry out the following procurement activities in the Institute as provided for in the 2026 Approved Capital Budget Appropriation.

In pursuance of implementation of year 2026 capital budget, invitations for pre-qualification and tender are hereby opened to interested qualified applicants for execution of the Institute’s capital projects.

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2025;
c. Evidence of Pension Clearance Certificate valid till 31st December 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2025 or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of Federal Ministry of Agriculture and Food Security, Bureau of Public procurement or Cocoa Research Institute of Nigeria is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2023, 2024 & 2025, duly acknowledged by the Federal Inland Revenue Service (FIRS);
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. Services: Evidence of current registration with relevant regulatory professional body (ies) such as accreditation by the Centre of Management Development (CMD) for Training/Empowerment programmes.
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4. SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested bidders are to submit two (2) bound copies of Expression of Interest (EoI) documents. The documents should be submitted in a sealed envelope and addressed to The Ag Executive Director, Cocoa Research Institute of Nigeria KM 14, Ibadan/Ijebu-Ode Road, P.M.B. 5244 Idi-Ayunre Ibadan, Oyo State and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name, the address and the contact number of the bidder and dropped in the designated Tender Box in the procurement office not later than 12:00 noon on Friday, 06 November, 2026. Bidders should please note that only pre-qualified bidders shall be considered for financial bids.

5. COLLECTION OF TENDER DOCUMENTS
Pre-qualified bidders will be contacted to collect the Standard Bidding Document (SBD) from the office of the Procurement Officer, CRIN Headquarters, Ibadan on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into CRIN Remita account given by the institute, in any reputable commercial bank in Nigeria. Bid collection for shortlisted bidders starts on Monday 16 November, 2026.

6. OPENING OF FINANCIAL BIDS
The financial bids will be opened (12.00pm Tuesday 24, November 2026) in the Conference Room, Cocoa Research Institute of Nigeria, KM 14, Ibadan/Ijebu-Ode Road Idi-Ayunre, Ibadan, Oyo State. Please, ensure that you sign the Bid Submission Register in the office of Procurement Officer, Cocoa Research Institute of Nigeria, as the institute will not be held liable for misplaced or wrongly submitted bids. Nothing in this advertisement shall be construed as a commitment on the part of CRIN to award any or all the above listed projects to a bidder.

7. GENERAL INFORMATION
a. EoI must be in English language and signed by an official authorized by the bidder;
b. EoI submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than one (1) Lot in each category, and not more than (2) in all, violation is automatic disqualification;
d. All costs will be borne by the bidders;
e. Presence of bidders/representatives and members of the public shall be required during the bid opening ceremony, with the physical presence of two (2) representatives of private sector, professional bodies and Civil Society Organization in the areas of Anti-Corruption/Transparency. The Bids Opening will be covered by video;
f. Bidders can submit through Post (Courier Services);
g. Only shortlisted firms will be contacted at a later date for collection of Request for Proposals;
h. The Cocoa Research Institute of Nigeria is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007;
i. This advertisement is specifically for projects under the 2026 Appropriation and shall not be construed as a commitment on the part of the Institute to award any or all the above listed projects.
